The base bid includes removal of existing sidewalk, construction of concrete foundation wall, backfill existing void under sidewalk and installation of new concrete sidewalk. Alternate bids include adding additional work. Contract Documents may be obtained from Struxures Architecture at 3545 State Rt. 257, Seneca, PA 16346,814-676-1432, for a non-refundable fee of twenty dollars ($20.00) per set. A $10.00 mailing fee will also be required for Contract Documents that are mailed. A mandatory pre-bid meeting will be held at 2:00 pm on September 14, 2010 at the Drake Building, 301 North Seneca Street, Oil City, PA. This will be the only opportunity given to contractors to access and view the site. Bids should be addressed to the Oil Region Alliance, 217 Elm Street, Oil City, PA 16301, Attention: Glen Cochran. The bid envelope should be clearly marked Sealed Bid for Phase III Sidewalk Replacement. DO NOT OPEN UNTIL 11 am local time September 21, 2010. Bids will not be accepted by facsimile (FAX machine). A certified check, bank cashier's check or bid bond in an amount equal to ten (10) percent of the bid, payable to the Oil Region Alliance, shall be submitted with the bid to guarantee the bidder's entrance into a contract if given the award. Surety companies executing the Bid Bond must be listed in the U.S. Treasury Department Circular 570, as currently amended, and be authorized to transact business in the Commonwealth of Pennsylvania. Bids may be held by the Oil Region Alliance for a period not to exceed 30 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. The Oil Region Alliance reserves the right to refuse any or all bids, and to waive any technicalities or informalities in bidding. This project is federally funded through the Pennsylvania Department of Economic & Community Development Block Grant Program (CDBG). Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid. The contractor must ensure that employees and applicants for employment are not discriminated against because of their race age, color, religion, sex, national origin, or handicap. A mandatory ration of apprentices and trainees to journeymen is required in each craft and the contractor (and any subcontractors) is obliged to make a diligent effort to achieve these ratios. To the greatest extent possible, opportunities for training and employment shall be given to low income persons of the project area and must, to the greatest extent feasible, utilize project area businesses located in or owned insubstantial part by project area residents. In addition to the Equal Employment requirements of Executive Order 11246, the contractor must establish a 1.8% goal for minority participation and a 6.9% goal for female participation in his aggregate on-site construction work force. Pursuant to the Surface Mining Conservation and Reclamation Act and the Clean Streams Law notice is hereby given that Ben Hal Mining Company, 389 Irishtown Road, Grove City, PA 16127 has made application to the Pennsylvania Department of Environmental Protection (DEP) for a permit to conduct surface coal mining activities in Irwin Township, Venango County. The application includes a request to conduct blasting. The application includes a request to conduct surface mining activities within 100 feet of and extending up to the right of way along the Eastern right of way line of a portion of S.R. 3001 as follows: Beginning at a point approximately 1270 feet North of the intersection of S.R. 3001 and Jacobs Road, thence extending from aforesaid beginning point in a general Northern direction along the Eastern right of way line of S.R. 3001 for approximately 945 feet to the Seth A. Hostetler Northern property line. Mining activities may include topsoil storage, the construction of erosion and sedimentation control facilities, treatment facilities, machinery repair, augering, fuel storage, road culvert construction and/or reconstruction, blasting, overburden removal, overburden storage, coal processing facility, coal stockpiles, and coal removal. An earthen barrier will be constructed along the right of way, where necessary, to protect the public. Where the road will be mined out, barriers will be placed at both ends to prohibit traffic entry and to protect the public. The road will be reconstructed after mining to the specification of the Township Supervisors. The proposed permit area is 23 acres and is situated in approximately ¾ miles southwest of the village of Nectarine, south of SR 0208, east of SR 3001 and north of Jacobs Road (T-385) on the Seth A. Hostetler property. The receiving stream for this proposed permit area is unnamed tributary No. 2 to North Branch Slippery Rock Creek (CWF) to Slippery Rock Creek (CWF) to Connoquenessing Creek (WWF) to Beaver River (WWF). The Barkeyville Pa., U.S. Geological Survey 7.5 minute topographic map contains the area described.
