Oil City schools to get more funding

Most local school districts are expected to receive the 3-percent minimum increase under the recently passed state budget.

Most local school districts should see a 3-percent increase in basic education funding under the state's 2008-09 budget, except for Oil City, which is set to receive a 4.51 percent jump under a new needs-based formula.

A 3-percent increase is the minimum increase districts can receive under the budget.

For many local districts, the budget is an improvement over Gov. Ed Rendell's proposed spending plan, which included a 1.5-percent increase for districts in Clarion and Forest counties.

Approved Friday by the legislature, the budget includes an additional $274 million in basic education funding, boosting the total to $5.2 billion.

The funding will be parceled out according to a costing out study commissioned last year by the General Assembly, which sought to determine the level of education spending required to reach the state's academic achievement goals.

Extra funds will also go to those districts with high tax burdens and/or low wealth.

While Rendell's proposed budget aimed to disperse $2.6 billion over six years to bring districts to the desired spending levels, the legislature did not commit to using the same formula to distribute funding for the next six years.

Rendell has described the budget as "the first step" toward what he "hopes" will be a long-term commitment to "adequate school funding over the next six years."

While Rendell had requested a 3-percent increase in special education funding to $1.4 billion, the final budget includes roughly $1.3 billion, an increase of only 1.7 percent.

Franklin - $11,067,680, up $322,360

Oil City - $13,121,531, up $565,800
