Seventh-seeded Daria Kasatkina of Russia rallied from one set down after dropping the opener in a tiebreaker and beat unseeded American Shelby Rogers to capture the Mubadala Silicon Valley Classic championship, 6-7 (2), 6-1, 6-2. The 25-year-old Kasatkina immediately found her rhythm again following a frustrating tiebreaker in a first set she had led 4-2 and 5-3 before some mistakes in crucial moments, such as double faults. Now, her first title this year and fifth overall will propel her back into this week’s top-10 rankings — and No. 10 is her previous career-best.

Two men accused of coming up with a plan to kidnap Michigan Gov. Gretchen Whitmer in 2020 are facing a second trial this week. It comes months after a jury couldn’t reach a verdict on Adam Fox and Barry Croft Jr. while acquitting two others. The result in April was a blow to federal prosecutors. They had set out to show that extremists were committed to snatching Whitmer and causing chaos close to the election between Joe Biden and then-President Donald Trump. The trial means another public airing of secretly recorded conversations, text messages and chilling social media posts. Defense attorneys will argue that Fox and Croft were shielded by the First Amendment when they expressed malicious opinions and were entrapped every step of the way by agents. Jury selection starts Tuesday.

Another 259 COVID-19 cases have been reported in the southern Chinese island province of Hainan. Some 80,000 tourists have been stranded there by pandemic restrictions. Overall, China on Monday reported 324 new locally transmitted cases, along with 483 asymptomatic cases, which China classifies separately. Authorities declared Hainan's beach resort city Sanya a COVID-19 hot spot Saturday and imposed a lockdown, confining Chinese citizens and expatriates to their hotels on what they had hoped would be a holiday from tight restrictions imposed around much of China. Tourists wanting to depart Sanya have to test negative for the coronavirus on five PCR tests over seven days. China has stuck steadfastly to a “zero-COVID” approach, despite the economic and social costs.

Hong Kong will reduce the mandatory hotel quarantine for overseas arrivals to three days from a week. It's one of the few places in the world still requiring a quarantine to guard against travelers spreading COVID-19 to the local population. Hong Kong leader John Lee said arriving travelers must quarantine three days in a hotel, then undergo four days of medical surveillance during which their movements will be restricted via the use of a health code system. Travelers will also have to test regularly for COVID-19. The changes to COVID-19 policies come amid an increase in infections, which city health officials warn could hit 8,000 in the coming weeks.

Published reports say the Michigan Attorney General’s office is asking that a special prosecutor investigate whether the Republican candidate for state attorney general and others should be charged in connection with an effort to gain access to voting machines after the 2020 election. The Detroit News reported Sunday that Attorney General Dana Nessel’s office has petitioned the Michigan Prosecuting Attorneys Coordinating Council to appoint a special prosecutor to consider charges against nine people. They include Republican attorney general candidate Matt DePerno, who has been endorsed by former President Donald Trump. He supports Trump’s false claims about his 2020 loss in the swing state to President Joe Biden. DePerno's campaign says Nessel's actions are "unethical."
