LOS ANGELES — A 40-year-old nurse has been arrested and is being booked on vehicular manslaughter charges in the fiery Windsor Hills crash that killed five people, including a pregnant woman, law enforcement sources confirmed to the Los Angeles Times on Friday.

New Zealand house prices have fallen year-on-year for the first time in more than a decade as rising interest rates finally halted a dizzying boom that had only gained momentum after the coronavirus pandemic first hit. The Real Estate Institute of New Zealand on Thursday reported median prices fell 1.8% in July when compared with the same month last year. The decline was more pronounced in the biggest city of Auckland, where prices fell 5.6%, and in the capital, Wellington, down by 5.9%. Sales also declined by more than one-third. Up until its peak last November, the New Zealand property market had been among the frothiest in the world.

The Kremlin has refused to announce a full-blown mobilization as Russia suffers military losses in its invasion of Ukraine which is nearing its sixth month. Such a move could be very unpopular for President Vladimir Putin. Russia is engaged instead in a covert recruitment effort that includes using prisoners to make up for the manpower shortage. This also is happening amid reports that hundreds of soldiers are refusing to fight and are trying to quit the military. Authorities seem to be pulling out all the stops to bolster enlistment although the Defense Ministry denies any “mobilization activities” are happening. Billboards urge men to join up and authorities have set up mobile recruiting centers.

Georgia Gov. Brian Kemp will call for tax breaks in the first major policy proposals of his reelection campaign. Kemp on Thursday plans to propose another state income tax rebate and renew a long dormant state property tax break. That's according to a Kemp campaign official speaking anonymously to preview the plans. The incumbent Republican is drawing a contrast with Democratic challenger Stacey Abrams. She supports some of Kemp's tax breaks, but is emphasizing an economic plan to invest more in basic services and alleviate inequities. Kemp is blaming inflation and other economic troubles on Democratic President Joe Biden and Abrams. He says his plans will help Georgians “fight through” high prices.

U.S. Secretary of State Antony Blinken is in Rwanda, the last stop on his three-nation tour of Africa, where he has articulated Washington’s new strategy for engaging with sub-Saharan African nations as “equal partners.” Blinken comes to Rwanda at a particularly difficult time for Africa’s Great Lakes region, with the small central African nation at odds with vast neighbor Congo over allegations that both governments support rebels opposed to each other. In a meeting on Thursday with Rwandan President Paul Kagame, Blinken is expected to discuss efforts to ease the tensions. Human rights is also on the agenda.

It is the first time since July 2017 that the Dodgers have put together a double-digit winning streak. It is also their third straight series sweep and 14th of the season. Max Muncy also went deep for Los Angeles, which has the majors' best record at 77-33 and is 16 games in front of second-place San Diego in the NL West. Jorge Polanco and Gary Sánchez homered for Minnesota, which fell out of the AL Central lead after its loss and Cleveland’s win at Detroit.

Rodolfo Castro had two hits to spark the offense one night after a smartphone faux pas, and the Pittsburgh Pirates beat the Arizona Diamondbacks 6-4. The 23-year-old Castro mistakenly left his phone in the back pocket of his baseball pants during Tuesday’s game, and it came flying out on a headfirst slide into third base. On Wednesday, he left his phone in the clubhouse but certainly remembered to bring his bat. Mitch Keller threw 5 1/3 solid innings as Pittsburgh improved to 5-4 in August.

The cancellation of a major music festival in Atlanta has ignited a new fight over Georgia gun laws. Live Nation has refused to say why it abruptly called off September’s Music Midtown festival last week. But news outlets ascribed the decision to state gun laws that could have prevented organizers from enforcing a ban on firearms. Georgia gubernatorial candidate Stacey Abrams and other Democrats have blasted Republican Gov. Brian Kemp for the cancellation, though the gun law cited in news reports preceded his administration. Kemp has accused Democrats of pushing critical narratives of Georgia’s firearms landscape to distract from inflation.

Three Indian soldiers and two suspected militants have been killed after rebels stormed a military camp in disputed Kashmir. A senior police officer said at least two assailants armed with guns and grenades attacked the camp in the remote Darhal area of southern Rajouri district early Thursday. The officer said the soldiers responded to the attack, triggering a gunbattle that lasted for at least three hours. A reinforcement of soldiers and counterinsurgency police encircled the camp as the fighting raged inside. There was no independent confirmation of the incident. India and Pakistan claim the divided territory of Kashmir in its entirety. Rebels in the Indian-controlled portion of Kashmir have been fighting New Delhi’s rule since 1989.

Pujols and Arenado had RBI hits in a five-run first inning and connected on back-to-back homers with two outs in the sixth for an 8-2 lead. Pujols had four hits. Quintana (4-5) gave up two runs and seven hits and struck out six in his second quality start since being obtain from Pittsburgh on Aug. 1.
