When Shelbie Stromyer, 57, a retired Oil City nurse, began her explanation of the problems that nurses are facing, she pulled out government reports from different years to illustrate a rapidly growing crisis.

"This is a report from U.S. General Accounting Office to Congress in 2001, and this is the one from 2016," said Stromyer, setting down two books of varying thickness concerning defects in nurses' work situation.
