A Franklin man waived preliminary hearings this week in Venango County Central Court in connection with two incidents that occurred within four days of each other in which he is accused of strangling and assaulting a woman.

In the first case, Oil City police said in a criminal complaint that on April 30, Charles Hale, 34, chased a woman from his residence on Siverly Avenue as she was walking by, then shoved her to the ground several times while pulling her hair and striking her on the pavement.
