A personal care attendant and an Oil City woman he had assisted have been charged with submitting fraudulent claims to the Department of Human Services for services that were never rendered.

A criminal complaint filed by Eric M. Senedak, an agent with the Pennsylvania Office of Attorney General, identified the suspects in the case as Tammey Sharp, 54, of Oil City, and Kenneth Mallory, 37, of Titusville.
